"A master plan and interpretive prospectus were approved in 1966 and 1970, respectively. These documents propose that the majority of visitor-use facilities be provided on the mainland. A parking/visitor center area is to be the center of activities at Red Beach Cove. The visitor center would serve the functions of information, interpretation, and administration. A boat dock, located near the visitor center, would permit visitor access to the island by small craft. A corresponding dock is to be located on St. Croix Island, where only enough habitation remains have been discovered to recreate general building locations and foundations.
The resources of the monument and the developed facilities are proposed to be available throughout the year, although winter use would be limited. During the school year, historical-theme programs and coordinated environmental education programs could be developed between local schools in Maine and New Brunswick, Moosehorn National Wildlife Refuge, and the monument staff.
Cooperation between the Parks in Canada (National Historic Parks and Sites Branch) and the National Park Service would enhance the interpterion of the monument. It is hoped that the two countries could work together on such things as preliminary research for elements of the interpretive program, and provide a bilingual capability to assist French speaking visitors to the monument.
While overall planning has been completed to provide public 'benefit,' lack of actual visitor-use facilities has made public enjoyment of St. Croix Island National Monument virtually unobtainable.
