Abstract
"Introduction

In this study, the decision-making processes of institutions which are cooperatively engaged in resource management in a given spatial location are critiqued for effectiveness. The space in question is arrayed along the United States / Canadian Border. The areal focus is the New Brunswick county of Charlotte and the Maine county of Washington, otherwise referred to as the "Borderlands". The specific space analyzed for cooperative resource management is the international St. Croix River and Passamaquoddy Bay. Together, they constitute the nucleus of a cultural and natural heritage-based tourism industry, one which constitutes sustainable resource utilization."  
Description
This document is a thesis proposal for an examination of the international resource management that takes place in regard to heritage based tourism along the St. Croix Waterway.

As this document is a thesis proposal, it more so frames and presents the hypothesis' of the author, as opposed to providing an in depth analysis.
