Abstract
"Executive Summary

The Pilotage Risk Management Methodology (PRMM) process was developed based on the CAN/CSA Q850 assessment program, following the Canadian Transportation Agency's recommendations to the Minister of Transport and the Departmental Response. The process ensures that Pilotage issues across the country are reviewed by this risk-based assessment developed by Transport Canada and that a consistent, thorough analysis is undertaken. The PRMM is published by Transport Canada as TP13741E.

The Atlantic Pilotage Authority (APA) is the Federal Crown Corporation responsible for the provision of Pilotage services in the four Atlantic Provinces. It is also charged with ensuring that the waters for which it is responsible meet the standards of safety of Transport Canada and the Minister of Transport..."
