"Synopsis for 2009
For the fifth consecutive year, 2009 was a 'good' water year for the St. Croix River system. Lake levels were maintained within normal levels and flows in the river provided satisfactory conditions for power generation, canoeing and kayaking, and support of aquatic life. During the year, flows and levels were maintained in accordance with International Joint Commission (IJC) Orders.
In 2009, the Board in cooperation with the IJC worked closely with stakeholders to facilitate a resolution of the alewife passage issue in the St. Croix Watershed.
The Board and IJC held a Public Meeting on June 17th, 2009 in McAdam, New Brunswick and discussed the restoration of alewife above Grand Falls Dam with interesting public in attendance. As a follow-up to the June meeting, the IJC sent a letter (July 10th), to Governor John Baldacci to express concern about Maine's legislation that prevents alewife passage at Grand Falls Dam. The Governor replied to the IJC on August 10th suggesting that the IJC might assist with this process by convening a meeting of key interests from the U.S., Canada, and the Passamaquoddy to discuss the alewife issue and seek to reach a consensus on alewife legislation.
Following on the Governors' suggestion the Board organized and held a meeting on October 15th, 2009 in Calais, Maine. At this meeting, it was determined that there was a need for a St. Croix Adaptive Management Plan (SCAMP) for the reintroduction of alewives above Grand Falls Dam. The Board asked the St. Croix Fisheries Steering Committee (FSC) to develop the draft SCAMP. The FSC agreed and began working on the SCAMP in December. The draft of the SCAMP is planned to be completed by spring 2010.
In 2009, the Board also began a new International Watersheds Initiative (IWI) project to provide an analysis of historical smallmouth bass habitat as a function of lake level for Spednic Lake."
