Abstract
"Version 1 of the Goodyear-Rago program includes known habitat to date.

The watershed is divided into six segments: Dennis Stream, Woodland to Calais, Grand Falls to Woodland, Vanceboro to Grand Falls, Forest City to Vanceboro, and the headwaters to Forest City.

Non-Selective angler removal is 10% of the run from 1987 to 1998, 15% from 1999 to 2003, and 20% from 2004 to 2036. Any increase in angling harvest would result in declining populations in two segments: Forest City to Vanceboro and the headwaters to Forest City (Table 1)...

No broodstock are removed from adult returnees to the St. Croix to support the fry and smolt stocking program. Hatchery fish for the St. Croix River system are of Penobscot or Union River origin.

Median river flows for the months of May were derived from U.S. Geological Survey report for Baileyville and Baring gaging stations.
