Abstract
"Introduction
The Chairman began the meeting by explaining that the purpose of the Working Group is to provide interested parties with an opportunity to share information and develop cooperative plans concerning restoration of Anadromous fishes in the St. Croix River.
Significant improvements in fish passage at Milltown Hydroelectric Dam (new fishway) and in water quality below the Georgia Pacific Corporation dam at Woodland has set the stage for renewed interest in salmon restoration and hence the need for the Working Group.
Discussion arose concerning the future function of the Working Group now that the St. Croix River Fisheries Steering Committee has been formed. It was speculated that the Working Group might evolve into a bio-technical advisory body or become redundant. The future role of the Working Group should become more apparent as the work of the Steering Committee progresses. Moreover, the Chairman explained that the Working Group is an informal body in order to avoid bilateral problems which could arise because the St. Croix is an international river.
The Chairman called on Rick Semple to review Fisheries studies conducted at Milltown Hydroelectric Dam during 1983. The meeting agenda (appendix 1) and Semple report (appendix 2) are appended.
