Description
This document appears to be a publication authored by Scott Williams (Executive Director of the Maine Volunteer Lake Monitoring Program. Now called 'Lake Stewards of Maine: Volunteer Lake Monitoring Program')
The document is entitled 'Rooted Aquatic Plants in Maine Lakes', and Scott Williams is listed as a technical advisor for COLA (Congress of Lake Associations).

The document presents a brief introduction to Rooted Aquatic Plants or Macrophytes as natural elements to lake ecosystems.
The document then addresses the following:
"Some manufacturers have recently advertised various chemical treatments to control aquatic 'weeds'. the ads are misleading, often stating or implying that the use of aquatic herbicides is legal in most states, and that there are few, if any, risks to the aquatic community and people. While the use of aquatic herbicides may be legal in some states, it is not in Maine. The use of herbicides in public water is not permitted in Maine...The State of Maine allows limited removal of macrophytes by hand with a permit, in order to open small areas for swimming and boat access. However, large scale removal with mechanical harvesters and the use of chemicals is not permitted."
