Abstract
"This project is expected to yield a working concept for cooperative public/private management of resources, recreation, development and interpretation on an international lake and river corridor valued highly for its unspoiled natural and recreational resources. It is not expected to provide finished solutions to all identified management needs but will offer insight into, and mechanism for, creatively addressing many of these in a transboundary setting" 
Description
This document briefly examines how the creation of a Conservation Area including Spednic Lake and the Upper St. Croix River would be beneficial and fall in accordance with the 1991 St. Croix International Waterway Management Plan

Those 1991 objectives are:
- Resource Protection
- Recreation Management
- Interpretation
- Compatible Economic Development
