Abstract
“Preface
This framework comprises the sum total of a basic idea, some logical extensions, numerous comments, myriad compromises, and seemingly endless redrafts. It is because of these, rather than in spite of them, that this document should be of value. The six themes and eighteen sub themes that comprise this framework attempt to encompass the breadth of Canada’s natural river heritage in a rational and comprehensive manner.
While the reader may judge how well this goal has been accomplished, it is believed that this framework will provide a common tool for planning staff in government agencies participating in the Canadian Heritage Rivers System for organizing research studies, river nominations and management strategies. He will enable managers to direct resources to rivers and river values which are of national concern. It will enable commentators to measure the status of the Canadian Heritage Rivers System and to identify values that should be included. It will enable non-government agencies and individuals to understand the business of the system and allow them to participate more effectively in preparing new nominations and management strategies. Finally, it is believed that the framework is an advancement in the general, if small, cause of river classification.
Like its companion cultural framework, this natural framework is a work in progress. It is intended that the present version will be revisited in two years time, an interval judged by the Canadian Heritage Rivers Board to be sufficient for thorough application and testing. Missing and redundant elements, inaccurate assignations of existing river values, outdated sub-theme elements, and many other shortcomings can then be corrected and, undoubtedly, improvements made. Readers working in heritage or conservation fields or connected with rivers in any way, are encouraged to take this framework for a spin, and to pass on any observations and comments to the secretariat of the Canadian heritage rivers board at (819) 953-9497."

This framework was begun in 1992 as a Parks Canada initiative fulfilling its lead role in the Canadian Heritage Rivers System. As in the case of its cultural counterpart, initiated in 1994, the Canadian Heritage Rivers Board endorsed the efforts of Parks Canada staff to develop a tool that would provide guidance in taking a national perspective on the development and management of the System."
